Phase 1 primarily covers Type 01 (Consumption) entries. Type 23 (TIB), drawback entries, USMCA duty-deferral entries, and entries with pending antidumping or countervailing duties are generally excluded from Phase 1 processing.

Accepted Answer

Yes. CBP issues all IEEPA refunds via ACH electronic transfer to a U.S. bank account registered in the ACE Secure Data Portal. There is no paper check option and no workaround for foreign-only bank accounts in Phase 1.
